The latest session of negotiations to develop new climate treaty commitments (Geneva, Dec. 9-13, 1996) made little progress. Meeting chair Raul Estrada of Argentina ended the formal talks of the Ad-Hoc Group on the Berlin Mandate (AGBM) a day earlier than scheduled so he could discuss the situation privately with delegates, a move that angered environmental groups. Over a dozen proposals have been floated, and delegates instructed the Climate Change Secretariat to incorporate them into a single paper to serve as the basis for negotiations at the next AGBM meeting in early March 1997.
