The United Kingdom and Canada have each published the national action plans required under the Framework Convention on Climate Change.

Canada's actions plans are presented as part of a new Comprehensive Air Quality Framework that encourages coordinated activities on all air issues, including acid deposition, ozone depletion and smog, as well as climate change.

The U.K. report was published simultaneously with others on sustainable development, sustainable forestry and biodiversity. According New Scientist (pp. 6-7, Feb. 5), "cynicism was the predominant sentiment" among those examining the proposals of Prime Minister John Major for honoring commitments on climate change and biodiversity made at the Earth Summit, although some positive comments are also discussed. An editorial in Nature (pp. 395-396, Feb.) notes that the British approach takes an insular rather than a global point of view.
