Meeting in Zimbabwe last November, representatives of 94 countries and 14 nongovernmental organizations reorganized the Intergovernmental Panel on Climate Change, giving developing and developed countries equal weight on its 28-member steering committee. According to its Secretary Narasimhan Sundararaman, the IPCC role under the Rio climate convention will have to be settled by the Conference of Parties to the convention, which may meet in 1994 if ratification comes soon. (As of Dec. 14, eight countries had ratified the convention, which will come into force when 50 ratify.) Meanwhile, reorganized IPCC working groups will emphasize topics such as the economics of climate change, why macroeconomic models give such diverse estimates of the costs of reducing emissions, and the socioeconomic impacts of response strategies.
