An evaluation of the Global Environment Facility, the funding mechanism established to help developing countries counter global warming and other global environmental concerns, calls for fundamental changes in GEF strategies, functions and organization. Commissioned by GEF participants and its implementing agencies (the World Bank and the United Nations), the highly critical report is to be reviewed at a December meeting in Cartagena, Columbia, and should be released shortly after. (See New Scientist, p. 4, Dec. 4 1993; Intl. Environ. Rptr., p. 882, Dec. 1 1993). The first three-year phase of the program (1991-1993) is summarized in the U.N. Environment Program's periodical Our Planet (Vol. 5, No. 5, pp. 4-9, 1993).
